Upgraded Request Tracker from RT2 to RT3 by doing a fresh install, mainly to QA my new Indonesian translation, but I also wanted to see how out-of-date my 2002 RT2 Japanese translation had become. Also used this opportunity to upgrade MySQL to 4.1.12.
Looks like the blank.po file is way out of date, which is the recommended starting point for a new translation.
